Corporate Overview
Silverlake Axis Integrated Provident Fund System (SIPFS) offers a complete set of application capable of automating processes of any given function. SIPFS Suite has the capability to provide various means of assistance to an organization in the areas of operations, employee management, while leveraging on technology to interface with 3rd parties that enables to intensify validation and authentication.

SIPFS consists of the following main components and core modules:

SIPFS Member Information Facility (MIF)
SIPFS is designed around a common MIF to enable member value delivery. MIF holds all information concerning a member regardless of employee, employer or a nominee and is all kept in a centralized repository. SIPFS enables delivery of superior member experiences through direct link-up with all the services (applications) for contribution, withdrawal, control limits & enforcement, profiling and targeting of each member can be achieved through the consolidated view.

What Is Member Information File?

  • Repository of Member Information
  • Integrates all Member Information from all Applications into a Central Member Information Database
  • Integrated Modules are: Registration, Contribution, Withdrawal, Enforcement, Fraud Management, Relationship and Services Management

SIPFS Registration
SIPFS Registration module is a comprehensive employee provident fund registration module. Its main function is registering of new members such as Government and Private Sectors and to keep current and accurate lifetime member profile information, including nominees' details. This module provides a wide range of capabilities that allows users to seamlessly access to information via a single user-interface. The module provides a wide range of capabilities, including Multi-Channels Registrations, Single Repository and Authentication & Interfaces.

The main functions/features of SIPFS Registration module are as follow:

  • Lodgment - Registration through multi sources such as kiosks, service counter, internet and mail.
  • Authentication - Verification of ID, Matching of thumbprint minutiae of members.
  • Capture and Validate - Employees' demographic & contact details, Nominees details, Employers profile with directors & shareholders details, relationship links with subsidiaries, franchise, mergers and acquired companies.
  • Notification & Reporting - Successful & Unsuccessful registration, Registration statistics via internet, mail, kiosks.
  • Data Maintenance - Maintenance of Employees', Nominees' and Employers Information.
  • Special Processing - Auto-registration of employees, Amalgamation of employees' or employers information, Freeze membership process.
  • Exception Processing - Identify exception cases for re-entry and re-processing.

SIPFS Contribution
SIPFS Contribution module supports standard method of receiving contribution from members from sectors such as Government and Private Sectors. Contribution can be received via mail-in, at the counter, direct credit or through Internet-Banking. SIPFS Contribution allows users to seamlessly access to information via a single user-interface. The module provides a wide range of capabilities, including Electronic & Customary Submission, Intuitive Processes and Interfaces with third parties.

The main function/features of SIPFS Contribution module are as follows:

  • Submission - Receive submission of contributions from employers via bank counters, internet banking or agents with payment modes such as cash, cheque, direct debit and electronic transfer.
  • Processing and posting - Perform processing and posting of contributions into members' accounts automatically according to parameters defined.
  • Account Maintenance - Dividend processing for employees with user define rates, Penalty & charges calculation for delinquent employers, Refund, Adjustments and Reinstatement of funds to employees and employers, Voluntary Excess contribution processing.
  • Banking Processing - Checks clearing processing, handling of post dated checks & bounce checks, handling of remittance, contribution suspense and lapsed payments to members.
  • Financial Maintenance - Perform maintenance of members' accounts in financial application; automatically generate GL entries either in detail or summary for consolidation.
  • Exception Handling - Handling of un-postable claims and maintenance of accounting rejects.

SIPFS Withdrawal
SIPFS Withdrawal is a complete withdrawal processing solution that supports comprehensive withdrawal processing including automatic notification of withdrawal schemes, registrations of withdrawal applications, accurate and timely payment processing to members in accordance to their withdrawal entitlement. The Withdrawal module is flexible and member centric system that supports straight through processing and simplified payment process via embedded workflow for approval routing and processing.

The main function/features of SIPFS Withdrawal module are as follows:

  • Service Requests - Expedite withdrawal process using built-in workflow and routing rules. Inform members on the status of their withdrawal application.
  • Authentication & Interfaces - Interface with authorized third party systems to authenticate validity of information and associated documentation.
  • Multi Channels - Members can now apply and submit withdrawal application through various means such as kiosks, branches and through the internet.
  • Workflow & Routing - Built-in workflow to enhance productivity and speed up decision making process.
  • Multi Payment Modes - Payment to members can now be made easy with various payment modes e.g. direct credit, cheque (warrant) or bank draft.
  • New Scheme - Launching new withdrawal scheme is easier. The eligibility checking is based on user definable withdrawal rules.

SIPFS Fraud Management
The SIPFS Fraud Management consists of several major components. These include the fraud detection mechanisms, fraud reporting operations and case management service capabilities that creates an end-to-end fraud management solution. SIPFS Fraud has not one, but 2 built-in fraud detection engines that are able to extract possible fraud cases using deterministic and adaptive methods. Facilities are also provided to users to define new fraud cases and workflow management capabilities to enable subsequent escalation to the fraud management team for further investigation.

The main functions/features of SIPFS Fraud Management module are as follows:

  • Deterministic Fraud Detection - Employs Rule Based Engines.
  • Adaptive Fraud Detection - Employs Data Mining.
  • Fraud Detection on a Single Transaction Basis - Ex-Ante (Before the fact)
  • Fraud Detection on a Gross Transaction Basis - Ex-Post (After the fact)
  • Automated Detection - Automatically analyze and detect possible fraud scenarios.
  • Reporting - Ability to report the fraud case and define as a new case in the system.
  • Routing - Ability to automatically route the work list to the investigation team.
  • Re-routing Investigation Request - Ability to re-route the investigation request to another team.
  • Report Generation - Ability to generate a set of comprehensive reports for the fraud cases.
  • Investigation - Ability to assist investigator to carry out investigation.

SIPFS Compliance Enforcement
The comprehensive and scalable SIPFS Compliance Enforcement has the capabilities to make a significant impact to the enforcement and payment recovery by using a combination of various modules offered in the Business Processes and Services of the entire SIPFS Architecture Framework.

The main functions/features of SIPFS Compliance Enforcement module are as follows:

  • Rules & Policy Manager - An enabler for intelligent strategy and decision making which ensures the ability to add or change business policy to achieve the most appropriate balance between unique business practices and policies and employers' needs.
  • Non Compliance Detection - Via Triggers and Profiling.
  • Segmentation - Segment employers' behaviour such as history of broken promises, returned payments and level of delinquency.
  • Workload Allocation - Based on number of cases and assignment to collectors is by payment history and recovery potential.
  • Case Prioritization - Depends on size of debt, types of collection and recovery activities.
  • Treatment Actions - Schedule through rules architect that is user definable. Rules include follow up activities, repayment plans and continuous performance of delinquent employers.

SIPFS Relationship and Channel Management
SIPFS Relationship and Channel Management System enable the system to identify, attract and interact with member and to provide efficient and effective service to the members. More than ever it allows for adjustment and adaptation to the unique needs of the members through channel innovation and channel optimization.

The main functions/features of SIPFS Relationship and Channel Management are as follows:

  • Case Management - Create, assign and manage member service requests from initial contact through resolution, as well as manage communications and other activities.
  • Service Requests - Automatically associate incoming support inquiries with the appropriate case, helping to increase accuracy and efficiency for processing requests.
  • Queuing - Send cases to a waiting area - the queue - where they can be easily accessed by individuals and teams.
  • Routing and Workflow - Use workflow rules to automatically route cases to the appropriate representative for resolution, escalation, or reassignment.
  • Knowledge Mgmt - Resolve common support issues quickly with a searchable knowledge base that contains relevant articles and information. Built-in review processes help ensure that published information is complete, correct and properly tagged for search.
  • E-mail Management (includes auto-response email) - member related communications with automated tracking of member e-mail messages.
  • Incoming e-mail - Associated with appropriate member records. Customizable templates and workflow rules make it easy to generate and send auto-response e-mail to member requests.
  • 360 Member View - With seamless integration of the SIPFS MIF system, the system is able to retrieve and display member details on the same panel. From the same panel, the member service is able to view the entire contact history and activities with the members.

SIPFS Delivery Service Processor (DSP)
Third party interface to the Silverlake Integrated Provident Fund System is achieved via the Delivery Service Processor (DSP), which provides a unified interface to SIPFS for all delivery channels. The DSP consists of individual components that provide an application-to-application communication that intricately ties networking, messaging and applications.

SPIFS Delivery Service Processor (DSP) is designed to resolve the challenges faced by the organization in term of communication and messaging compatibility between different platforms and application systems. All the programs or business objects that are developed by an organization will be reusable and easily integrated with 'new services' resulting in lower costs and effort to develop and maintain the overall system.

Through our SIPFS DSP, we have the ability to scale and rapidly add new Distribution Channels and make available critical information to each of these channels. SIPFS DSP supports standard external protocols to enable rapid, simple and consistent links to internal and external parties. We have also simplified and enriched our application program interfaces (APIs) to facilitate linking of applications and processes.
